Dash OSS: Improve Dash component build system

Our open-source Dash components are a rich resource for our community and customers (you can take any JS component and use it in Dash!).

It's also aging and hasn't had much maintenance. It might be nice to: - Improve the discoverability of third-party component libraries - Make development easier for folks working on third-party components Ideas might include: - Automatic documentation system? - Easier to bootstrap new components? - Simplify build process? - More obvious documentation?
