OpenAI BYOK Configuration

Today, using Plotly AI requires setting environment variables. We should change this to be a screen which lets system administrators upload their API key and configure any other settings, such as data privacy settings. Like datasources, this workflow will be generalizable to other AI providers, such as Claude.
